Multnomah County’s Department of Community Justice seeks a contractor to provide short‑term shelter services (transitional housing) for high‑risk youth ages 12‑19 who are involved in the juvenile justice system. The contractor will operate a safe, secure residential setting, deliver a continuum of services—including education support, mental‑health coordination, substance‑abuse treatment coordination, skill‑building, recreation, transportation, and culturally responsive programming—and manage 24/7 supervision, behavioral management, and extensive reporting to the County. Funding is on a per‑bed‑per‑day basis for 1‑2 beds (potentially a third) with rates to be negotiated at award. The contract is a fixed‑term five‑year agreement with optional renewal, subject to funding availability and performance.
• Provide 14‑30 day short‑term shelter placements (average two youth per day).
• Deliver comprehensive services: education, mental‑health, A&D coordination, skill‑building, recreation, transportation, and cultural responsiveness.
• Maintain strict safety, security, staffing, and reporting requirements, including daily intake data, weekly progress reports, and mandatory incident reporting.
• Must meet Oregon licensing, insurance (workers comp, CGL, professional liability, etc.), and background‑check standards; contract term up to five years with possible extensions.
