The Ocean County Youth Services Commission (YSC) is seeking qualified organizations to deliver a comprehensive, fee‑for‑service youth diversion program for at‑risk juveniles referred by law‑enforcement, schools, Family Court and community partners. The contractor will provide assessment, service matching, proportionate accountability, skill‑building, family and school engagement, and warm hand‑offs to community resources. Services are to be delivered under a 1‑year contract (1/1/2027‑12/31/2027) with the possibility of annual renewal up to five years, based on performance. Funding of $100,000 is allocated and billed monthly per service. Applicants must have at least two years of relevant experience, appropriate licensing, and the capacity to staff, track, and report on outcomes per the YSC Provider Performance Plan.
• Scope includes brief, structured, and enhanced diversion interventions (individual, group, or hybrid).
• Service pathways: Family Court/Community diversion and School‑based diversion.
• Required deliverables: monthly service & output reports, quarterly outcome reports, youth/family exit surveys, and compliance with performance metrics.
• Contractor must maintain qualified staff, insurance, and fiscal controls; must coordinate with multiple justice‑system partners.
• Contracts may be awarded to one or more vendors; performance will be monitored through site visits, audits, and data reviews.
