21st Century Community Learning Centers Cohort 24

The State of Delaware Department of Education is soliciting professional services to design, develop, and operate 21st Century Community Learning Centers (CCLC) for K‑12 students. The contractor will provide needs‑assessment, facility design and construction oversight, curriculum development, staffing plans, technology integration, training, and ongoing performance monitoring for a three‑year term. The work includes before‑ and after‑school programming, summer enrichment, nutrition and health activities, parent/family engagement, service‑learning, and a statewide “Lights‑On” after‑school celebration. Proposals must be submitted by June 25 2026 and must include a detailed budget, staffing plan, evaluation framework, and sustainability plan.
