Technology Assessment - RHTP

The Idaho Department of Health and Welfare, under the CMS‑funded Rural Health Transformation Plan (RHTP), seeks a qualified contractor to conduct comprehensive technology assessments of more than 200 rural health facilities across the state and to develop a shared‑infrastructure strategy. The work includes designing assessment tools, collecting and analyzing data on clinical and IT systems, producing facility‑level and statewide reports, creating a technology‑inventory database and dashboard, and recommending governance, cost‑sharing, and interoperability frameworks. The contract is a fixed‑unit‑cost indefinite‑quantity agreement with a two‑year base period (possible extensions to five years). The contractor must comply with HIPAA, execute Business Associate Agreements with each facility, and meet rigorous insurance and data‑security requirements. • Perform on‑site or remote technology assessments for hospitals, clinics, tribal health orgs, EMS, long‑term‑care, etc. • Deliver facility‑level assessment reports, a statewide synthesis report, and a shared‑infrastructure strategy with interoperability specifications. • Provide a project‑management plan, stakeholder‑engagement plan, methodology tools, and a technology‑inventory database/dashboard within the first 90 days of contract start.
