The City of Jasper, GA is seeking a qualified private partner to assume full‑service operations, maintenance, and management (OM&M) of its water distribution and sewage collection systems under a public‑private partnership. The contract will be for an initial five‑year term with an optional five‑year renewal, covering all labor, materials, regulatory compliance, preventive and corrective maintenance, asset condition assessments, capital improvement planning, and associated insurance and risk‑management responsibilities. Proposals must be submitted in hard‑copy (original + nine copies) and an electronic copy, with a mandatory pre‑submission conference and site tour on November 12, 2026.

• Questions due by Nov 17, 2026; answers provided by Nov 19, 2026.
• Full proposal due by 2:00 PM EST on Nov 24, 2026 (10 copies).

• Required experience: ≥10 years in full‑service water/sewer PPP contracts, operation of ≥5 U.S. systems, $5 M liability insurance.
• Evaluation based on company experience (20 pts), O&M plan (40 pts), personnel & transition plan (40 pts).
