Description

Washington County, Minnesota is seeking a qualified contractor to provide comprehensive electronics recycling services for both covered and non‑covered electronic devices across the county. The contract is for an initial two‑year term with the possibility of up to three additional one‑year extensions. Services include collection at two county environmental centers and at special one‑day events, transportation of materials in compliant semi‑trailers, provision of containers and supplies, detailed waste tracking, and full compliance with state and federal environmental, data‑security, and safety regulations. The contractor must submit a detailed electronics management plan, transportation plan, pricing per pound, and evidence of appropriate licensing, insurance, and environmental certifications. The award is expected 10/26/2026 with work beginning 01/01/2027. • Collect, transport, and recycle ~1.1 million lbs of electronics annually. • Provide containers, pallets, shrink‑wrap, and on‑site semi‑trailers. • Perform one‑day collection events and special drop‑offs throughout Washington County. • Deliver waste‑tracking spreadsheets within 45 days of each shipment. • Meet data‑sanitization standards (NIST 800‑88) and issue certificates of destruction. • Maintain ISO‑14001/ISO‑9001 or equivalent environmental management systems. • Submit price proposal per pound for various device categories and logistics costs.

Budget estimate

$800,000 – $1,500,000

The RFP does not disclose a total contract value. Based on the 2025 volume of 1,091,591 lb of electronics and typical market rates for e‑waste recycling (approximately $0.70‑$1.50 per pound, plus transportation and handling fees), the annual revenue could range from roughly $760,000 to $1,640,000. Adding the two‑year base term yields an estimated contract value between $1.5 million and $3.3 million, depending on negotiated per‑pound rates, ancillary services, and any price escalations. Factors influencing the final budget include the mix of device types, the proportion of covered versus non‑covered items, distance of transport, and any additional value‑added services (e.g., data sanitization certificates, reporting).
