State Legislature Lobbying Services

The Port of Portland is seeking one or more experienced lobbying firms to provide state‑legislature lobbying services for up to five years. The selected firm(s) will work with the Port’s State Government Affairs Manager to develop and execute a legislative agenda, track relevant bills and regulations, and communicate the Port’s priorities to Oregon legislators, the Governor’s office, and executive‑branch agencies. The contract will be awarded based on a weighted evaluation that places heavy emphasis on Shared Prosperity initiatives, qualifications, team expertise, approach, and cost. • Core duties include legislative advocacy, bill tracking, testimony preparation, and appointment scheduling. • Proposals must include a fixed monthly retainer (amount to be negotiated) and may list hourly rates; reimbursable travel expenses are allowed. • The solicitation values community investment, workforce development, and small‑business engagement, awarding up to 25 % of the evaluation score to those efforts.
