Description

The California Department of Corrections and Rehabilitation is seeking a qualified provider to deliver confidential, 24/7 chaplaincy‑based critical incident stress management (CISM) and post‑trauma stress crisis services to CDCR employees, their spouses/registered domestic partners, and eligible dependents across the state’s Northern, Central, and Southern regions. The contractor must staff certified chaplains, provide telephonic and in‑person debriefings, proactive wellness visits, and customized training, while adhering to strict travel reimbursement and administrative cost caps. The contract is a three‑year base award with two optional one‑year extensions, awarded to the lowest responsible bidder. • Provide 24 × 7 crisis counseling, group debriefings, and follow‑up services for CDCR staff and families. • Deliver both telephonic support (Category 1) and in‑person/virtual services (Category 2) after prior approval, including ride‑alongs, wellness visits, and training sessions. • Manage travel (≈2,350 mi/yr) with mileage reimbursement at $0.725/mi (or current CalHR rate) and keep administrative costs ≤12 % of total funds; overtime is not reimbursable.

Budget estimate

$800,000 – $900,000

The solicitation summary states an estimated total award value of $846,000 for the three‑year base period (approximately $282,000 per year). Accounting for optional extensions, travel reimbursements, and potential cost‑plus adjustments, the likely contract value would fall in the $800,000‑$900,000 range. This estimate assumes the contractor’s hourly rates are competitive and that travel caps and administrative limits are adhered to.
