(RSI) CONSTRUCTION OF BARRACKS — FORT HOOD, TX - Multiple Projects

The U.S. Army Corps of Engineers (USACE) Fort Worthy District is conducting market research to identify firms capable of delivering Progressive Design‑Build (PDB) services for five new permanent barracks at Fort Hood, Texas. The effort will be executed under an Other Transaction Authority (OTA) agreement, meaning the Federal Acquisition Regulation does not apply. Each barracks project (IDs #103, #105, #106, #107, #108) includes construction of living quarters for 250‑500 soldiers, associated utilities, security systems (PACS, CCTV, IDS), fire protection, HVAC, cybersecurity, energy‑monitoring, and extensive site‑development work. Sustainability and DoD Minimum Antiterrorism standards are required, with a design life of 40 years. Phase 1 (design & pre‑construction) is expected to be awarded between FY 2027 and FY 2031, with a total program budget of roughly $1 billion and a performance period of about 1,000 calendar days per project.
