Request for Proposals (RFP): Emergency Management Planning and Preparedness Support Services

The Catawba Nation seeks a qualified emergency management consulting firm to create and modernize a comprehensive emergency management planning program for the tribe. The effort includes updating the Threat and Hazard Identification and Risk Assessment (THIRA) and Security Planning Report (SPR), Emergency Operations Plan (EOP), Casino Emergency Response Plan (ERP), Continuity of Operations Plan (COOP), and the overall NIMS implementation framework, all aligned with the latest FEMA guidance. The project will run for twelve months, using a hybrid delivery model that blends required on‑site activities with virtual coordination, workshops, training, tabletop exercises, validation activities, and knowledge transfer to tribal staff. • Update and integrate THIRA/SPR, EOP, Casino ERP, COOP, and NIMS implementation documents. • Conduct planning workshops, training sessions, and tabletop exercises with tribal, local, state, federal, and community stakeholders. • Provide validation of plans, knowledge transfer, and ongoing coordination throughout the 12‑month contract period. • Deliver a fully vetted, FEMA‑compliant emergency management program ready for immediate operational use.
