Description

Red Clay Consolidated School District is seeking qualified vendors to provide school‑based Behavioral Interventionists for all 26 district schools (and specialized programs) for the 2026‑27 school year. Vendors must staff one qualified paraprofessional (or RBT) per school, delivering direct behavioral support, crisis‑de‑escalation assistance, lunch/recess duty, and “cool‑down” space supervision. The contract runs from 1 Aug 2026 to 31 Jul 2027 with possible extensions tied to CPI‑W. Vendors are responsible for background checks, TB testing, and must hold Delaware paraprofessional certification; clinical supervision for RBTs can be billed separately. No materials are supplied, and the district provides all required supplies. Pricing is hourly (7 billable hours per day) with no disclosed ceiling; the incumbent rate is $36.05/hr. • Provide 30 full‑time behavioral interventionists (one per school) for a 12‑month term. • Deliver 7 billable hours per day, including lunch/recess duty and crisis notification duties. • Must meet DE paraprofessional credentialing; RBTs acceptable with BCBA supervision. • Submit hourly rates, vendor experience, insurance certificates, background‑check proof, and financial statements electronically by 14 Apr 2026.

Budget estimate

$1,200,000 – $1,700,000

While the RFP does not disclose a total contract value, the incumbent’s hourly rate is $36.05. Assuming 30 full‑time staff, each working 7 billable hours per day for roughly 180 school days, the total labor hours approximate 37,800. Multiplying by $36/hr yields about $1.36 million. Allowing for variations in rates, possible overtime, and additional line‑item costs (e.g., clinical supervision), a realistic range is roughly $1.2 million to $1.7 million for the 12‑month contract.
