CFT Installation Recording Devices

The Department of the Air Force is seeking sources to perform avionics and safety system modifications on the T-38C fleet. The project involves installing Video Data Transfer Units (VDTUs), Cockpit Television Sensors (CTVS), and Canopy Open Warning (COW) systems on 376 aircraft across five operational bases. The contractor will be required to deploy skilled, certified technicians to various military installations to perform the modifications. The project is expected to last 32 months, starting in April 2027 and ending in December 2029. • The contractor must provide a workforce certified in USAF maintenance specialties, including Aircrew Egress Systems, Advanced Fighter Aircraft Integrated Avionics, Tactical Aircraft Maintenance, and Aircraft Structural Maintenance. • The contractor will be required to execute the modifications in three phases: disassembly and access, core installation and wiring, and reassembly and operational checks. • The government will provide installation kits, specialized tools, and government-furnished facilities, while the contractor will be responsible for providing standard tooling, support equipment, and logistics. • The contractor must possess, at minimum, an active Secret security clearance or be eligible for a National Agency Check with Inquiries (NACI) to gain unescorted access to active flightlines and secure hangar environments.
