Description

The Commonwealth of Kentucky is seeking a qualified contractor to replace the existing Federal Pacific switchgear, install a standby emergency generator, and construct associated concrete work and a protected propane storage tank at the Lake Cumberland Youth Development Center (YDC) operated by the Department of Juvenile Justice. Work must comply with the National Electrical Code, include a 48‑hour notice for any utility outages, and follow a Monday‑Friday, 8‑hour daily schedule. Bids are to be submitted electronically via the state e‑procurement system; no hard‑copy or mailed bids will be accepted. A site visit is scheduled for contractors who wish to view the project location. • Replace and upgrade all Federal Pacific switchgear, panels, and disconnects. • Install a standby emergency generator to power the Old Weld Shop Building (sewage treatment plant backup). • Provide new concrete pads for generator access and for a propane storage tank with concrete‑filled pipe bollard protection. • Coordinate all work to avoid utility interruptions; provide 48‑hour notice for any outage. • Follow the preferred schedule: Monday‑Friday, 8 hours per day; no weekend work. • Submit a combined PDF containing the official bid document and any required bid bond through the Commonwealth e‑procurement portal by 13:30 on 09/22/2026. • Attend optional site visit on 09/02/2026 at 11:00 AM EST at 9000 State HW 1546, Monticello, KY 42633.

Budget estimate

$500,000 – $1,500,000

The solicitation does not disclose a contract value. Based on typical costs for full switchgear replacement, a standby generator (≈ 500 kW), concrete foundations, and a protected propane tank at a medium‑size institutional facility, a reasonable estimate ranges from $500,000 to $1,500,000. Factors influencing the final amount include generator size, site conditions, material specifications, and any required contingency for utility coordination.
