Creative Strategist: City of Pittsburgh

The City of Pittsburgh is seeking a Creative Strategist—individual or firm—to lead and execute a multi‑year creative placemaking program that energizes downtown public spaces through art, cultural programming, and community engagement. The consultant will work closely with the Mayor’s Office, City Planning, the Urban Redevelopment Authority, and local stakeholders to research, design, activate, and evaluate creative investments over an initial two‑year contract (with option to extend to four years). The role blends strategic planning, outreach, project management, and reporting, with a total budget of $100,000 per year. • Lead Phase 1 research and produce a 45‑day diagnostic report on downtown public‑space usage. • Design and manage Phase 2 outreach, partnership building, and activation of alleys, storefronts, and underutilized spaces. • Develop a comprehensive Creative Investment and Cultural Strategy Framework (Phase 3) and metrics for ongoing evaluation. • Coordinate with city departments, community groups, and artists; attend regular meetings and present findings to the Mayor’s Office. • Deliver final reports, presentations, and a portfolio of completed activations.
