RFP 143 Mental Health Peer Patient Representatives Addendum 1 & 2 Addendum 3

The State of Vermont’s Department of Mental Health is seeking a vendor to provide Full‑Time Equivalent Peer Patient Representative services across multiple inpatient and residential mental‑health facilities. The contractor will staff peer advocates who introduce patients to their rights, attend treatment‑planning meetings, offer non‑clinical support, and maintain confidentiality while delivering required training and reporting. The contract is for an initial one‑year term with up to four optional one‑year renewals. • Provide peer‑support advocates to designated hospitals, residential treatment centers, and specialty mental‑health programs. • Deliver mandatory training (Intentional Peer Support, WRAP, ethics, certification curricula) and maintain logs, monthly and quarterly performance reports. • Develop and finalize MOUs with each facility, ensure compliance with confidentiality, insurance, and statutory requirements, and adhere to reporting and renewal options.
