EXT ADM | Domestic Worker Outreach Services

The City and County of San Francisco’s Office of Labor Standards Enforcement is seeking a qualified vendor to provide comprehensive outreach, education, and consultation services to domestic workers and their employers. The contractor will develop multilingual outreach toolkits, conduct one‑on‑one labor‑rights consultations, and deliver paid‑sick‑leave training sessions, including train‑the‑trainer components. The work is performed on an as‑needed basis over a two‑year initial term with a possible two‑year extension and is capped at a Not‑To‑Exceed amount of $500,000. • Reach at least 1,000 unique domestic workers and employers annually through community‑based outreach in multiple languages (Spanish, Mandarin/Cantonese, Filipino). • Provide a minimum of 30 individual labor‑rights consultations per year and refer cases to enforcement agencies. • Create and distribute a culturally‑relevant outreach toolkit and deliver six paid‑sick‑leave training sessions per year (three of which are train‑the‑trainer). • Meet experience thresholds (≥ 3 years outreach to immigrant/low‑income communities and ≥ 1 year one‑on‑one labor‑rights consulting) and comply with WCAG 2.1 Level AA, HCAO, MCO, Equal Benefits, and First‑Source Hiring requirements.
