The County of San Berkeley (San Bernardino) seeks a vendor to design, host, and manage an end‑to‑end online food‑handler training and certification platform, including multilingual content, secure payment processing, and monthly fee‑remittance to the County. The contractor will collect the $22 per‑customer fee, retain a negotiated portion, and remit the remainder monthly. The contract runs for three years, beginning July 1 2027, with a requirement for rapid implementation (within 20 business days of award) and ongoing technical support, reporting, and optional in‑person proctoring for food‑safety manager certification. • Provide a multilingual (English, Spanish, Mandarin, Korean, Vietnamese, Tagalog, ASL) web‑based training module (~2 hrs) plus a 40‑question assessment with a 70 % pass threshold. • Deliver secure online fee collection, retain a proposed percentage of the $22 fee, and remit the balance to the County each month; disclose the split on Attachment D. • Supply 24/7 platform access, fraud‑prevention mechanisms, daily reporting, monthly operational/fiscal reports, and technical support (including after‑hours). • Offer optional in‑person Certified Food Protection Manager (CFPM) proctor services and physical media (DVDs) on request. • Maintain compliance with California health codes, CCPA, insurance, and audit requirements; adhere to a 20‑business‑day implementation deadline after award.
