The State of New Hampshire is seeking a qualified insurance carrier to provide fully‑insured, non‑participating group life and accidental death & dismemberment (AD&D) coverage for roughly 10,050 full‑time state employees and their eligible spouses/children. The vendor must duplicate the existing plan designs, handle all administrative functions (enrollment, evidence of insurability, claims processing, reporting, and data exchange), and deliver the service under a five‑year contract beginning January 1 2027. The award will be based on a combined technical and financial evaluation; price is not the sole determinant. • Provide group life and AD&D insurance matching the State’s current benefit designs (basic, supplemental, spouse/child options). • Deliver full administration services—including enrollment support, claim handling with 3‑day SLA, toll‑free call center, quarterly/annual reporting, and performance‑guarantee commitments. • Include all required administrative fees within the carrier’s quoted premium rates (the State will self‑bill). • Meet data‑security and confidentiality obligations, and place at least 10 % of annual premium at risk as part of the performance guarantees.
