Executive Director/Fund Administrator

The Middlesex County Joint Health Insurance Fund is seeking a qualified professional (or firm) to serve as Executive Director / Fund Administrator for a 12‑month term (April 1 2026 – March 31 2027). The role provides senior‑level oversight of all fund operations, including governance, financial management, member underwriting, regulatory reporting, claims and benefit administration, vendor negotiations, and communications with Commissioners and other stakeholders. The contractor will prepare budgets, manage billing and assessments, coordinate open enrollment, chair various committees, and ensure compliance with state reporting requirements. The award will be made by a majority vote of the Fund Commissioners at a public meeting, and proposals will be evaluated on qualifications, experience, timeliness, rate competitiveness, and any other factors deemed in the Fund’s best interest. • Full‑cycle fund administration – budgeting, billing, financial reporting, and vendor contract negotiation. • Regulatory compliance – preparation and filing of all required state reports, handling of COBRA and retiree services, and oversight of claims appeals. • Governance support – agenda and minutes preparation for Executive Committee/Commissioners, coordination of meetings, and liaison with Department of Personnel and local units. • Leadership – overall executive responsibility for fund operations, staff coordination, and open‑enrollment management. • Evaluation based on qualifications, reputation, timeliness, cost competitiveness, and other best‑interest considerations.
