Fiscal Administrator

The Florida Department of Commerce is seeking a Fiscal Administrator to manage and administer two revolving loan funds – the Hurricane Irma Resiliency Loan Fund and the Evergreen Loan Fund – that provide credit access to Florida businesses. The selected contractor will be responsible for lending operations, credit administration, compliance with federal and state funding requirements, and performance reporting over a ten‑year contract term. The role includes establishing loan policies, processing applications, disbursing funds, monitoring loan performance, and ensuring adherence to applicable statutes and regulations. Two contracts may be awarded, each covering one of the loan programs, with the possibility of renewal for up to two additional years. • Manage and administer $‑ billions in revolving loan capital for business resiliency and growth. • Develop, implement, and oversee loan policies, procedures, and compliance frameworks. • Process loan applications, conduct credit analyses, and disburse funds. • Monitor loan performance, manage defaults, and produce regular financial reports. • Coordinate with federal funding sources and ensure statutory reporting. • Provide technical assistance and customer service to loan applicants. • Maintain records, submit cost proposals, and comply with all solicitation requirements.
