Civil Case and Matter Management System

The City of Los Angeles is seeking proposals from qualified companies to provide a Civil Case and Matter Management System for the Office of the City Attorney. The system will support litigation management, claims management, document management, knowledge management, analytics, and integration with City systems. The contract term is expected to be two to three years. • The system should have a consolidated case/matter database, matter creation templates, conflict checking and management, and customizable case/matter retention policies. • The system should also have a document management system with secure document storage, version control, and user access history. • The system should be able to integrate with Microsoft 365, Google Workspace, and enterprise document systems. • The system should have a claims management system with a public-facing claims intake portal and the ability to track claim documents, deadlines, and communications. • The system should have a client and contact management system with a centralized contact and client database and relationship mapping. • The system should have a time tracking and billing system with timer-based and manual time entry and matter-specific billing rates and rules. • The system should have a calendar and task management system with shared calendars and integrated court rule-based calendaring. • The system should have a court filing and legal workflows system with e-filing integrations and automated case/court document generation.
