Bradley Project Management Committee (BPMC) Legal Services

Alaska Energy Authority seeks an Alaska‑licensed attorney or law firm to provide comprehensive legal services to the Bradley Lake Management Committee (BPMC) for its 120‑MW hydroelectric project. The work includes representation at BPMC meetings, contract drafting and negotiation, regulatory compliance advice, and representation before the Alaska Regulatory Commission and other agencies. The contract is a small‑procurement professional services award, with a base period from mid‑May 2026 through mid‑2029 and two optional one‑year extensions, total maximum duration five years, and a ceiling value of up to $200,000. Ideal bidders will have experience with utility regulation, RCA/FERC proceedings, and public‑agency legal work. • Provide legal counsel, contract drafting, and representation for BPMC and its member utilities. • Advise on open‑meeting, public‑records, ethics, NEPA, and other regulatory compliance matters. • Attend BPMC meetings (in‑person or remote) and offer training on legal topics to staff and board members. • Maintain conflict‑free status and hold an active Alaska law license; preferred experience includes utilities and public‑sector representation.
