AST & Transformer Inspections

The Department of Veterans Affairs Greater Los Angeles Healthcare System (VAGLAHCS) seeks a qualified contractor to perform monthly and quarterly visual inspections of above‑ground storage tanks (ASTs) and transformers, maintain inspection records, provide labeling, and deliver annual SPCC (Spill Prevention, Control & Countermeasure) training for VA staff at three sites. The work must comply with EPA, California ASPA, and VA SPCC plan requirements, and include reporting, record retention (minimum 4 years), and availability for regulatory audits. • Monthly & quarterly inspections of ~50 ASTs and ~60 transformers across West Los Angeles, Sepulveda, and Los Angeles ACC sites. • Submission of inspection findings on the day of inspection and a summary report within 7 days. • Installation/maintenance of sequential numeric labeling on each tank. • Annual SPCC staff training (2 sessions at WLA & SACC, 1 at LAACC). • Contractor must provide qualified engineers, HAZWOPER‑certified personnel, and maintain insurance. • Contract period: 09‑21‑2026 to 09‑20‑2027 (1 year), with monthly invoicing.
