Valley Metro, the regional public‑transportation authority for the Phoenix metro area, is seeking a qualified, independent inspection firm to provide full Federal Transit Administration (FTA) Buy‑America compliance services for its heavy‑duty transit‑bus procurement program. The contract, anticipated to run up to seven years beginning around 1 Nov 2027, will require the contractor to conduct pre‑award audits, resident inspections at the manufacturer’s plant, first‑article inspections, and post‑delivery audits, delivering detailed reports, certifications, and corrective‑action tracking throughout the bus production lifecycle. The award will be made to the most responsive and responsible bidder; all work must comply with federal Buy‑America statutes, Valley Metro’s insurance and safety requirements, and applicable Arizona business licensing rules. • Perform pre‑award Buy‑America audit for each bus model (review certifications, domestic‑content calculations, assembly location, etc.) • Station a resident inspector at the manufacturer’s facility for continuous monitoring of production, quality, and compliance with FTA regulations • Conduct first‑article inspections and post‑delivery audits, providing weekly, monthly, and final reports with photographic documentation • Verify domestic sourcing of components, track substitutions, and certify final assembly in the United States • Deliver all required reports, certifications, and corrective‑action plans; maintain required insurance coverage and adhere to Valley Metro’s contractual terms.
