Description

The State of Delaware is seeking a qualified vendor (or vendors) to deliver a suite of behavioral‑health professional services under a 1‑year cost‑reimbursement contract (extendable up to four additional years). The solicitation is divided into five independent components, each scored separately: • Component 1 – Peer‑recovery specialist support for adults in Delaware’s Mental‑Health Court (≈ $390 K ceiling). • Component 2 – Design and delivery of Certified Peer Recovery Specialist (CPRS) and Certified Supervisor of Peer Specialists (CSPS) training, including correction‑facility outreach (≈ $1.43 M total). • Component 3 – System‑level, non‑clinical prevention and recovery‑support activities (network development, outreach, public education) (≈ $500 K total). • Component 4 – Crisis Intervention Team (CIT) training for law‑enforcement and first‑responders (≈ $45 K total). • Component 5 – CRAFT family‑support training statewide (≈ $150 K first‑year, $100 K annually thereafter). All work must comply with state‑wide policies (trauma‑informed care, CLAS, Title VI, ADA, HIPAA/42 CFR Part 2) and federal grant requirements. Vendors must submit a complete technical proposal, budget workbook, certifications, and a suite of mandatory forms via the Euna procurement portal. Monthly reporting, annual audits, and diversity‑spending disclosures are required.

Budget estimate

$2,000,000 – $3,000,000

The solicitation announces a total ceiling of $2,510,389.14 across all five components. Assuming the award will cover the full ceiling, the vendor could earn roughly $2 M–$3 M, depending on which components are won, the proportion of cost‑reimbursement funded by state versus federal grants, and any additional allowable expenses (travel, supplies, indirect costs). The estimate reflects the advertised component budgets and typical indirect‑cost rates (up to 12 %).
