Aircraft Rescue and Fire Fighting (ARFF) F3 Foam Transition

The Lee County Port Authority (LCPA) is seeking a qualified firm to convert its Aircraft Rescue and Fire Fighting (ARFF) fleet from aqueous film‑forming foam (AFFF) to synthetic fluorine‑free foam (SFFF). The work includes removing existing AFFF storage tanks and piping, draining and disposing of AFFF from seven ARFF vehicles, cleaning and rinsing foam tanks and related equipment, conducting FAA‑required testing of the vehicles with the new SFFF, and handling all hazardous waste disposal (AFFF concentrate, rinsate, and bulk tank components) at two LCPA stations – Page Field (FMY) and Southwest Florida International Airport (RSW). The contract will be awarded to the proposer who demonstrates the necessary environmental‑remediation, hazardous‑waste handling, and fire‑equipment testing expertise. • Remove AFFF storage tanks, piping, and associated equipment at both stations. • Drain, remove, and properly dispose of AFFF from seven ARFF vehicles. • Clean and rinse all foam tanks, pumps, and appurtenances to prepare for SFFF use. • Perform FAA‑required input‑based testing of each vehicle with SFFF. • Manage hazardous‑waste disposal (concentrate, rinsate, bulk items) in compliance with federal, state, and local regulations. • Provide documentation of testing results and waste‑disposal certifications.
