Weatherization Assistance Program – Training and Technical Support

The Washington State Department of Commerce is seeking a qualified vendor to operate an IREC‑accredited Weatherization Training Center and provide statewide training, technical assistance, and workforce development for the Washington Weatherization Assistance Program. The contract will run for one year (July 1 2026 – June 30 2027) with possible extensions, and the total ceiling is $407,678. The work includes delivering a full curriculum of weatherization certifications, conducting traveling trainer sessions, managing technical development committee meetings, producing technical documents, and creating a tribal outreach plan. • Operate and maintain a Washington‑based training facility and deliver a comprehensive suite of weatherization certifications (air‑leakage, QCI, healthy homes, etc.). • Provide statewide traveling‑trainer sessions (minimum eight one‑week sessions) and ongoing technical assistance to local agencies and tribal partners. • Manage program administration tasks such as monthly reporting, TDC meeting facilitation, peer‑circuit‑rider support, and development of a tribal outreach plan.
