As Needed Residential Turnover Services for Housing & Residential Life

Oklahoma State University’s Housing & Residential Life department is seeking a qualified vendor to provide on‑call, as‑needed residential turnover and make‑ready services for its student‑housing portfolio. The scope includes deep cleaning of vacant units, painting, minor maintenance, carpentry, plumbing, electrical work, flooring installation/repair, and HVAC cleaning, all performed under university‑specified quality and safety standards. Work will be executed primarily during summer 2027 with possible supplemental periods in late 2027/early 2028, and the contract will run for an initial five‑year term with optional one‑year renewals. • Services: deep interior/exterior cleaning, paint touch‑up and full‑unit painting, carpentry repairs, plumbing fixtures replacement, electrical fixture upgrades, flooring removal/installation, HVAC register and duct cleaning. • Delivery: on‑call basis; daily on‑site supervision, production reports, background‑checked staff with ID/uniforms, OSHA safety plan, insurance and bonding required. • Incentives/penalties: 5 % retainage, early‑completion incentive up to $25,000, and liability for any damage to university property. • Evaluation: best‑value criteria combining technical capability, experience with higher‑education housing, references, and pricing (itemized labor rates, material mark‑ups, unit prices).
