Enterprise Training and Capability Enablement Services

The Snohomish County PUD is seeking information from instructional design firms to support enterprise-scale training and change initiatives. The District is looking for partners who can deliver scalable, high-quality training solutions aligned with organizational change management, governance structures, and measurable business outcomes. The scope of this effort includes training needs assessment, content development, delivery, and effectiveness measurement. The District is also interested in approaches that incorporate measurement of training effectiveness, integration with existing technology platforms, and the responsible use of emerging capabilities such as AI-assisted learning. Key aspects of the job include: • Training needs assessment and identification of knowledge and performance gaps • Design and implementation of enterprise training operating models • Development and delivery of training solutions • Measurement of training effectiveness and link to business and operational performance • Experience with instructional design tools, knowledge management platforms, and learning management systems • Ability to scale resources and deliver consistently across multiple concurrent initiatives • Methods for enabling internal capability building and transition strategies • Pricing models and engagement structures
