Winona State University (part of Minnesota State) is seeking a qualified mail‑courier provider to perform daily pickup, sorting, postage application, and delivery of outgoing USPS mail and parcels campus‑wide. The contractor must operate one daily run during regular business hours, provide same‑day notice of any service disruptions, deliver mail to a USPS Bulk‑Mail Entry Unit within two business days, and submit monthly allocation and billing reports within seven days of month‑end.
