The State of Delaware, through its Department of Health and Social Services, is seeking a single prime vendor to design, launch, and manage Delaware’s first in‑state medical school and associated rural‑focused medical‑education pipeline. The effort is funded primarily with roughly $100 million in Federal Rural Health Transformation Program (RHTP) dollars over a five‑year horizon and will be delivered under a professional‑services agreement with a one‑year base term and up to four optional one‑year extensions. The vendor must provide end‑to‑end services including curriculum development, accreditation support (LCME or COCA), faculty and staff recruitment, facility conversion/renovation, technology and simulation equipment provisioning, financial planning, project‑management office (PMO) support, organizational change management, and ongoing reporting. All work must remain within the United States, comply with federal data‑security standards (IRS Pub 1075, HIPAA), and the vendor must secure specified insurance coverages.
• Design and launch an undergraduate primary‑care medical school (curriculum, admissions, student services).
• Convert existing state‑owned or privately‑owned facilities into modern education spaces; provide equipment, IT, and simulation labs.
• Manage accreditation, faculty recruitment, financial planning, PMO, change‑management, and monthly/quarterly reporting to DHSS.
