Phase 1: Impact Fee Implementation & Capital Planning (RFQ)

The City of Siloam Springs is seeking qualified professional firms (pre‑approved by the Arkansas Natural Resources Commission Rate Study Provider list) to develop a Phase 1 study that will (1) compile existing water and wastewater data, (2) create a five‑year growth‑related Capital Improvement Plan, and (3) devise a defensible development impact‑fee methodology compliant with Arkansas statutes. The consultant will work closely with city staff and stakeholders, deliver an editable technical memorandum, and provide implementation support for the eventual adoption of any fee program. • Review and synthesize existing utility studies, hydraulic models, and master plans. • Produce a 5‑year Capital Improvement Plan separating growth‑related from non‑growth projects with cost estimates. • Develop a fee methodology (including service‑unit calculations) that aligns with Arkansas Code § 14‑56‑103 and provide all supporting spreadsheets and documentation.
