Description

The Cape Fear Public Utility Authority (CFPUA) is seeking statements of qualifications from consulting engineering firms for the design and contract administration services for a project to install solar photovoltaic (PV) and battery energy storage systems (BESS) at select CFPUA facilities. The project aims to qualify for the federal Investment Tax Credit (ITC) and Clean Energy (Section 48E) elective pay mechanism. The selected firm will be responsible for evaluating and designing solar PV and battery system sizing, developing contract drawings and technical specifications, obtaining necessary permits, and providing construction administration and observation-based services. • The project will be designed to maximize eligibility for Section 48E ITC/Elective Pay. • The selected firm will evaluate and incorporate applicable design, place-in-service deadlines, procurement, equipment selection, documentation, permitting, construction, commissioning, and project close-out considerations necessary to qualify for the ITC/elective pay mechanism. • The firm will communicate and address any known components during design and construction that may impact eligibility. • The project will consist of installing ground-mounted solar PV and battery energy storage systems (BESS) at select CFPUA facilities. • The selected firm will provide ITC / Elective Pay support documentation and application assistance.

Budget estimate

$1,500,000 – $3,500,000

The budget for this project can be estimated based on the scope of work and the average cost of similar projects. The project involves designing and installing solar photovoltaic and battery energy storage systems at multiple facilities, which can cost anywhere from $1 million to $5 million or more, depending on the size and complexity of the project. Considering the project's requirements and the need for specialized engineering services, a reasonable estimate for the budget could be between $1.5 million and $3.5 million. Factors that may influence the likely payment range include the size and complexity of the project, the experience and qualifications of the selected firm, and the level of competition among bidders.
