Professional Strategic Planning and Community Needs Assessment Services for the West Des Moines Public Library

The City of West Des Moines is seeking a qualified consulting firm to develop a data‑driven five‑year strategic plan for the West Des Moines Public Library, coupled with a comprehensive community needs assessment and market study. The consultant will lead stakeholder engagement (surveys, focus groups, workshops), analyze demographic and usage data, evaluate service gaps, and produce a draft and final strategic plan with actionable goals, performance metrics, and a tracking dashboard. Deliverables include engagement reports, market study analysis, a full strategic plan, implementation framework, and presentations to the Library Board and community.
