Market Demand and Construction Cost Feasibility Study

Fayetteville State University is soliciting proposals from qualified firms or consultant teams to conduct an independent market demand and construction cost feasibility study for a potential farmers market facility. The study should provide objective, decision-useful analysis that helps determine whether the concept should advance, what scale is supportable, what the likely capital cost range would be, and whether a phased approach is advisable. The scope of work includes five consolidated tasks: kickoff and baseline review, market demand and comparable market assessment, site criteria and feasibility constraints, facility program and phasing, and operating implications and final report. • The study will assess market demand from customers, farmers, vendors, tenants, and event users. • The study will evaluate site characteristics that affect feasibility, risk, and cost. • The study will provide a facility program, phasing strategy, and capital cost estimate. • The study will include a decision framework and recommended next steps.
