Cobbs Creek Trail Extension: Forge to Refuge Trail Advanced Feasibility Study (TCDI Project Category 5 – Transportation and Infrastructure Planning)

The Delaware Valley Regional Planning Commission (DVRPC) is soliciting a pre‑qualified consulting firm to conduct an advanced feasibility study for the Cobbs Creek Trail Extension (Forge to Refuge Trail) in Philadelphia. The study will identify feasible trail alignments, develop conceptual designs, assess environmental and flood‑resilience constraints, engage the community, and produce an implementation strategy with cost estimates, all to support future engineering and construction phases. • Scope includes existing conditions assessment, alignment alternatives analysis (minimum three alternatives + no‑build), environmental and resilience assessment, and public‑engagement plan with at least three mandated public meetings. • Deliverables: work plan, GIS maps, alignment memoranda, conceptual design drawings, cost estimate, implementation strategy, and final feasibility report with GIS/CAD files. • Project must be completed by June 30 2028; award anticipated Dec 1 2026. • Only consultants pre‑qualified under DVRPC’s TCDI Category 5 (Transportation & Infrastructure Planning) may submit. • Proposals due Oct 16 2026 via OpenGov portal; questions due Sep 16 2026.
