Low to Moderate Income Solar Program Participating Contractors

The State of Delaware’s DNREC is seeking qualified contractors to deliver a full‑service low‑ to moderate‑income solar program. Vendors must market the program to qualifying households, process applications, perform on‑site assessments, install photovoltaic systems (≤ 6 kW for low‑income, ≤ 8 kW for moderate‑income), provide a 10‑year warranty, transfer all SRECs to the State, and submit required monthly and quarterly reports. The contract is a three‑year term with two optional one‑year extensions and does not require bid or performance bonds. Eligibility includes holding a Delaware business license, Master Electrician license, and appropriate insurance. Evaluation will be based on experience, pricing, grant‑program knowledge, low‑income community work, and references.
