RFP for Pollution Prevention & Food Waste Reduction TAP

The State of Michigan’s Department of Environment, Great Lakes, and Energy (EGLE) is issuing an RFP to procure a contractor that will develop and implement a Pollution Prevention & Food Waste Reduction Technical Assistance Program (P2 & Food Waste Reduction TAP) for the state. The contractor will be responsible for creating program materials, delivering training and outreach, providing technical guidance to state agencies and local entities, and establishing reporting mechanisms. Technical evaluation will focus on the proposed project plan, key personnel, and prior experience, with a minimum score of 80 required before price evaluation. The award will be based on best value, not necessarily the lowest price, and the contract may be subject to State Administrative Board approval if the value exceeds $250,000. All proposals become public records upon submission. • Develop a comprehensive technical assistance program for pollution prevention and food waste reduction. • Create training curricula, outreach tools, and guidance documents. • Provide on‑site and virtual assistance to state agencies, municipalities, and businesses. • Establish performance metrics, reporting templates, and evaluation processes. • Supply qualified personnel (subject‑matter experts, project managers, trainers) throughout the contract term. • Comply with all State contract terms, confidentiality, and FOIA requirements.
