RFP 6920 POST CLOSURE MONITORING OF LANDFILLS

The City of Johnson City is seeking a qualified environmental consulting firm to provide five‑year, semi‑annual groundwater (and where applicable surface‑water) monitoring services for two closed landfill sites – Bowser Ridge and Washington County Utility District (WCUD). The contractor will conduct well inspections, purging, sample collection, coordinate laboratory analysis (via Pace Analytical or approved lab), prepare detailed monitoring reports, and perform an annual well‑use survey for Bowser Ridge. Optional unit‑rate services (e.g., additional drilling, overtime, hazardous waste disposal) may be billed separately. • Semi‑annual sampling at both sites (early May and early October) with full analytical suites per TDEC rules. • Annual well‑use survey for Bowser Ridge, including groundwater‑user updates within a 1‑mile radius. • Deliver two‑copy technical reports after each event and notify TDEC of any exceedances or new‑compound detections within required timeframes. • Contract is a 5‑year fixed‑term, renewable annually, with optional hourly labor and travel rates. • All work must comply with Tennessee Department of Environment and Conservation (TDEC) groundwater‑monitoring guidance and include extensive insurance coverage.
