Inmate Transportation

The City of Indianapolis and Marion County are seeking qualified vendors to provide secure, interstate inmate transportation services for the Marion County Sheriff’s Office and other local agencies. The contract will be a two‑year term (with possible renewal) and will be awarded on a unit‑price basis for mileage, with additional fees for special requests, medical transports, and limited‑service areas. Vendors must demonstrate at least three years of extradition and inmate‑transport experience, hold nationwide operating authority, maintain 24/7 communication and vehicle capabilities, and meet extensive training, uniform, restraint, and reporting requirements. • Provide secure transport of adult, juvenile, male, female, and mentally‑ill inmates on an as‑needed basis. • Operate 24/7 with a fleet that meets DOT/FMCSA licensing, safety equipment, and segregation requirements. • Submit unit‑price mileage rates for various inmate categories and special‑request fees. • Meet pre‑employment screening, 100‑hour training, uniform/identification, and restraint standards. • Notify law enforcement 24 hours before stops and within 15 minutes of any escape. • Maintain insurance, E‑Verify compliance, and provide quarterly reporting to the City. • No bid or performance bonds required; contract may be split or awarded to multiple vendors.
