Proposal for Pasture, Rangeland, Forage Insurance Agency Services Navajo Nation Trust and Fee Lands Areas

The Navajo Nation is seeking a qualified insurance agency to act as its authorized representative for the USDA Risk Management Agency’s Pasture, Rangeland, Forage (PRF) crop‑insurance program covering trust and fee lands in Arizona, New Mexico, and Utah for the 2027‑2028 policy years. The contractor will write and issue the PRF policies, conduct rainfall‑index analysis, qualify eligible acreage, sell policies to the Nation and eligible lessees, recommend additional USDA programs, and, if required, manage a revenue‑fund plan with monthly claim projections. All work must be performed under the direction of the Navajo Department of Agriculture and the Navajo Division of Natural Resources, with full compliance to Navajo procurement regulations and insurance licensing/coverage requirements. • Write, submit, and issue PRF insurance policies for 2027‑2028 across three states. • Perform NOAA rainfall‑index analysis and provide at least two factor‑selection alternatives. • Sell policies to the Navajo Nation and eligible lessees/permittees, and advise on other USDA programs. • Maintain required liability, professional, and workers‑compensation insurance, naming the Navajo Nation as additional insured. • Deliver monthly claim‑projection reports if a revenue‑fund management plan is required.
