The U.S. Army is issuing an open, rolling “Call for Solutions” to onboard commercially‑available Group 3 Uncrewed Aircraft Systems (UAS) onto its Drone Marketplace. Offerors must submit an Initial Acceptance Packet (IAP) that details their UAS platform, payloads, software, logistics, and compliance with NDAA Section 848, cybersecurity, and other regulatory requirements. Successful IAPs may be invited to a demonstration, followed by a supply‑chain audit for NDAA compliance, and finally a Full Proposal that establishes a Firm‑Fixed‑Price Basic Ordering Agreement (BOA). The BOA does not guarantee orders; future purchases are placed by Army end‑users on a competitive basis. The effort may last up to five years and is intended to create a pool of ready‑to‑buy UAS solutions.
• Group 3 UAS (55 lb – 1,320 lb MTOW, ≤ 250 kt, ≤ 18,000 ft MSL) with TRL 7 or higher (or a clear path to TRL 7).
• Mandatory NDAA 848 compliance, full BOM/SBOM, UEI/SAM registration, NIST 800‑171/DFARS cyber compliance, and OCI analysis.
• Three‑step evaluation: IAP → Demonstration/Verification → Full Proposal → BOA (Provisional or Cleared status).
• Pricing must cover the complete system, payloads, spares, repair rates, training, support, and warranty; price list must be valid ≥ 12 months.
• No guaranteed order volume; the government will award individual orders as needs arise, using the BOA as the contractual vehicle.
