The City of Spokane is seeking a qualified firm to provide comprehensive human‑resources and personnel training services to its municipal workforce. The contractor will develop and deliver a catalog of instructor‑led, on‑site, and virtual courses covering supervisory leadership, employment law, harassment and discrimination prevention, and related topics, with flexibility to customize and expand delivery methods. The contract is initially for one year with up‑to‑four optional one‑year extensions, and the City may award multiple contracts to different firms. Key qualifications include at least ten years of relevant training experience, Washington State business licensing, and a staff roster approved by the City. • Scope: design, schedule, and deliver HR‑related training for groups of 3‑50 employees (on‑site, virtual, or hybrid). • Deliverables: training catalog, course materials, instructor‑led sessions, optional recorded/online modules, and customization as needed. • Requirements: 10‑year experience, WA licensing, insurance coverage, and compliance with City terms and conditions (including de‑barment and anti‑kickback provisions).
