Long-term Resource Support Services

The State of Maine’s Department of Health and Human Services is seeking qualified vendors to provide long‑term staffing, recruitment, payroll, and human‑resource support services on an as‑needed, indefinite‑delivery basis from 1 Jan 2027 through 31 Dec 2031. The contract will be awarded to multiple providers who will receive Delivery Orders for individual resource requests across three major categories (Specialized Professional, Laboratory/Medical, and Traveling resources). Vendors must recruit, screen, and present qualified candidates, manage payroll and benefits (for employee‑type resources), ensure compliance with MaineIT security policies, handle travel and overtime approvals, and support conversion of provider‑identified resources to state employment when requested. Performance metrics, penalties for unfilled vacancies, and a capped mark‑up rate structure are detailed in the solicitation. • Provide recruitment, background‑check, licensure verification, and candidate presentation for 400‑500 resources per year. • Manage payroll, tax withholding, benefits, and invoicing for both employee (W‑2) and independent‑contractor (1099) resources. • Comply with state security, HR, and labor regulations; respond to travel, overtime, and leave requests; and submit regular performance reports.
