B25-03-019 COPE Legal Defense Services RFQ

Navajo County is seeking a qualified attorney or law firm to provide legal defense services for participants in its County Overdose Prevention and Engagement (COPE) program. The contractor will explain the program to eligible inmates, attend initial court appearances (in‑person or virtual), secure appropriate release orders, file motions, negotiate plea offers, and participate in program management conferences. The work is limited to a maximum of 30 participants at any time, with each case lasting 3–6 months, and the contract runs for an initial one‑year term with up‑to‑four optional one‑year renewals. • Provide criminal defense representation for COPE program participants, including initial appearances and necessary motions. • Maintain compliance with Arizona State Bar membership, insurance, and numerous federal and state certifications (e.g., anti‑collusion, anti‑lobbying, forced‑labor). • Submit a sealed Statement of Qualifications by the deadline; the highest‑scoring respondent will be invited to negotiate fees and contract terms.
