Aviation Maintenance – Hangar A & B Improvements

The State of Louisiana, on behalf of Fletcher Technical Community College, is seeking a qualified general contractor to execute a comprehensive renovation of Aviation Maintenance Hangar A and Hangar B at the college’s Houma campus. The scope includes selective demolition, structural steel framing, interior and exterior painting, installation of new metal doors and hardware, electrical upgrades (including new distribution panels, lighting, fire alarm and intrusion detection systems), plumbing, and related site work. The project must comply with federal Davis‑Bacon, Section 3 (Low‑Income Resident Participation), and other HUD/RCIP requirements, and the contractor must provide a 5 % bid bond, performance and payment bonds, and a 120‑day construction schedule. • Location: 1407 Highway 311, Schriever, LA (project site at 200 Aviation Rd, Houma, LA 70363) • Funding: Community Development Block Grant – Disaster Recovery (RCIP) • Bid opening: 2:00 PM CT, 20 Oct 2026; mandatory pre‑bid conference 10:00 AM, 8 Oct 2026 • Required licenses: Louisiana Building Construction license, UEI registration on SAM.gov • Key deliverables: demolition, metal framing, painting, new doors, electrical distribution, fire alarm, intrusion detection, plumbing, and final commissioning • Contractor responsibilities: Provide all labor, materials, bonds, insurance, and comply with all federal, state, and local regulations; complete work within 120 calendar days after Notice to Proceed.
