Fleet Card Products and Services

The Washington Department of Fish and Wildlife is issuing a statewide RFP to acquire a comprehensive fleet‑card program that will support fuel purchases (including gasoline, diesel, biodiesel, marine, aviation, propane), electric‑vehicle charging, maintenance, and roadside‑assistance services for its vehicle fleet. The contract will cover all of Washington and extend to supporting locations in Oregon and Idaho, with an estimated spend of $1.6 million per year (≈ $8 million over five years). The award will be based on a best‑value scoring system that evaluates technical capability, customer service, implementation, training, security, fraud protection, and cost incentives such as rebates and prompt‑payment discounts. The selected vendor will be required to provide a web‑based card management platform, real‑time transaction reporting, robust security (PCI‑DSS compliance), 24‑hour support, and the ability to process transactions at merchants lacking modern chip equipment. • Mandatory requirements: Washington licensing, PCI‑DSS compliance, chip‑bypass capability, coverage of all WA/OR/ID locations. • Evaluation: Non‑cost (58.5 pts) + Cost (34 pts) + optional 3 pts workers‑rights preference + optional demo (up to 15 pts). • Contract term: 5‑year base period (Aug 1 2026 – July 31 2031) with possible extensions up to a total of 10 years.
