Bulk USDA End Product Processing and Delivery using Value Pass Through Systems (Beef & Pizza)

The North Dakota Department of Public Instruction is seeking USDA-approved vendors to produce and deliver bulk USDA Donated Foods as further processed end products using value pass-through methods. The contractor will be required to provide the deliverables listed on Attachment A, which includes various food products such as flour, cheese, beef, and tomato paste. The contractor must comply with all required contract provisions, including the Buy American Provision, and ensure that all finished products meet the specifications listed for each item. The contract will be for a period of one year, with the option to renew for four additional one-year renewals. Key points to consider: • The contractor must have a current signed National Processing Agreement (NPA) with the USDA. • The contractor must comply with all applicable requirements in the NPA that govern the processing of bulk USDA Foods into finished End Products. • The contractor must provide a Summary End Product Data Schedule (SEPDS) Summary A for all products offered. • The contractor must ensure compliance with the Buy American Provision for all items supplied under this solicitation. • The contractor must store and deliver processed product to the warehouse facility listed in the contract.
