Description

The California Energy Commission’s Clean Transportation Program is offering up to $10 million in competitive grant funding to accelerate electric‑vehicle (EV) adoption in disadvantaged and low‑income communities. Applicants must design and execute a three‑pronged program that (1) educates and outreach to prospective EV owners, (2) provides technical assistance to secure existing incentives, and (3) subsidizes residential Level 1/Level 2 charger installations for households that purchase a new or used EV during the project term. Grants range from $300 k to $5 M for a three‑year Phase 1 effort, with an optional Phase 2 extension contingent on meeting performance targets (minimum 250 EV acquisitions in Phase 1, 500 for Phase 2). The solicitation requires a single application per eligible non‑profit, CCA, publicly owned utility, or community‑based organization, with a mandatory partnership with at least one CBO if the prime is not a CBO. Detailed reporting, CEQA compliance, and cost‑cap limits for charger installations are included. • Eligible entities: non‑profits, community‑choice aggregators, publicly owned utilities, and community‑based organizations (must serve DAC/LIC census tracts). • Core activities: EV education/outreach, incentive navigation assistance, and residential charger installation support (capped at $1‑$6 k per unit). • Performance targets: ≥ 250 EV acquisitions (Phase 1) and ≥ 500 (Phase 2) with ≤ 20 % PHEVs; all work confined to a single, non‑statewide California region. • Funding: Phase 1 $300 k‑$5 M; Phase 2 optional $500 k‑$5 M, administrative costs limited to 10 % of reimbursable expenses. • Submission: complete application via ECAMS by 11:59 pm on August 25 2026; questions due June 12 2026; pre‑application workshop June 1 2026 (optional).

Budget estimate

$300,000 – $5,000,000

The grant awards range from a minimum of $300,000 up to $5,000,000 per award for Phase 1, with a possible additional $5,000,000 for Phase 2 if the applicant meets performance milestones. Therefore, a realistic expected budget lies between $300k and $5M, depending on the size and scope of the proposed program and the applicant’s capacity to meet the EV acquisition targets.
