Description
The Minnesota Local Technical Assistance Program (LTAP) seeks a qualified individual, consulting firm, or organization to develop and record an online “Inspector Level II” training course and to update the existing “Inspector Level I” course. The work involves instructional design, video production, adult‑learning pedagogy, and subject‑matter expertise in highway maintenance practices, methods, and specifications. Deliverables include a fully functional, SCORM‑compatible e‑learning module, supporting documentation, and an updated Level I course package. The contract will be awarded by the University of Minnesota through its MBid sourcing system, with a hard deadline of 30 September 2026. Respondents must comply with Minnesota statutes, insurance, and bonding requirements, and may not contact the department during the procurement process.
• Develop curriculum, scripts, and assessments for Level II inspector course.
• Record, edit, and produce high‑quality video lessons.
• Update existing Level I course materials to current standards.
• Deliver SCORM‑compatible online modules and all associated assets.
